Multiple franchises lack a Super Bowl win, but the oldest franchise without a Super Bowl is actually the Arizona Cardinals.
They began as the Chicago Cardinals way back in 1920 and moved a couple of times, once to St. Louis and then again to Phoenix. Throughout that time they’ve won 2 NFL Championships (1925, 1947) but they’ve never won a Super Bowl.
It’s a weird question though because Super Bowls started in 1967, but the teams that have been around since the merger without a Super Bowl win are:
Atlanta Falcons
Detroit Lions
Minnesota Vikings
Philadelphia Eagles
Cleveland Browns
Arizona Cardinals
Of those teams, the only one to go without winning a conference championship is the Detroit Lions.

The Cardinals - they were one of the original founding members of the league in 1921 (as the Chicago Cardinals), but have never won a Vince Lombardi trophy (though they came agonizingly close in 2008, only to lose in the last minute of the contest to Pittsburgh 27–23) Their title drought is also the longest in the current history of league, as their one and only NFL championship came back in 1947.
